RTG Submittal Qualifier Values

An issue was resolved where RTG Submittal Qualifier Values were returning as null or an empty array, causing Submittal Qualifier Data to be missing from VMS Sync for all RTG clients.
What This Fix Means:
VMS Sync now correctly scrapes and populates Submittal Qualifier Values from RTG, ensuring the _submittalQuestions_ array contains the actual qualifier data from the VMS Submittal Form and improving Submittal data completeness for all RTG clients.
